Description: Charles Townshend, 2nd Viscount Townshend (1674-1738), was a British statesman who served as Secretary of State for the Northern Department from 1714 to 1716 and again from 1721 to 1730. He was also Lord Lieutenant of Ireland from 1717 to 1721.
